This country cop got out smarted and murdered by an inmate

Cherokee Sheriff Detention Officer Francisco Flattes, 54, was killed on the job by an inmate identified as 48-year-old Kelvin Simmons on June 30, 2025 in Murphy, NC. The inmate then escaped.

Kelvin was a federal inmate at the Cherokee County Detention Center. He began to complain of bodily pain.

Francisco transported Kelvin to an orthopedic office for medical treatment in a prisoner transport van. At the doctor’s office, Kelvin over powered the officers, took one of their firearms, and shot Officer Flattes.

Francisco died on scene. After the shooting, Kelvin fled into the clinic parking lot and carjacked a vehicle that had just arrived on the scene.

Kelvin drove away in the vehicle and was later spotted in Clay County, NC. A pursuit was initiated by the North Carolina Highway Patrol assisted by Cherokee County.

The suspect’s vehicle was disabled during the chase by a pursuit intervention technique and Kelvin was taken back into jail custody.

Kelvin is a federal inmate with a history of bank robbery charges and was awaiting trial for a previous escape attempt in October 2024.

Kelvin now faces a charge of first degree murder. Francisco is survived by his wife, who also serves with the department, as well as his children, grandchildren, and a son in law who serves as a deputy sheriff.

“I was deeply saddened to learn of Francisco Paul Flattes’ tragic murder. Our law enforcement officers go above and beyond the call of duty to keep us safe, and tragically yesterday Detention Officer Flattes paid the ultimate price. I am grateful to western North Carolina law enforcement and the Highway Patrol for their quick response. Anna and I are praying for his family and community as they grieve his loss. May his memory be a blessing.”

Officer Flattes was a four year veteran of the Cherokee County Sheriff Department.
