Carmen Tillman is a female jail guard, she is suing racist Sheriff Garry Mcfadden on claims of sexual harassment. Sheriff Garry Mcfadden cant say the word frustrated right yet he called his employees racial slurs multiple times. Carmen Tillman was a jail guard for years at the Mecklenburg County Jail in Charlotte, NC, she alleges being sexually harassed at the jail. In August 2026 Carmen sued the jail and Sheriff Garry Mcfadden. This is the same sheriff that could not say the word frustrated correctly in a debate and that did not know the 3 branches of government.
Carmen is suing on counts of sex discrimination, Title VII retaliation, disability discrimination, American Disabilities Act (ADA) retaliation, and wrongful discharge under North Carolina law. Video shows Sheriff Garry Mcfadden being racist and calling his jail employees nigger and cracker.
Carmen was a Mecklenburg County detention officer since 2011. The lawsuit states that a supervising captain made unwelcomed sexual comments, questions, and advances toward Carmen. The male captain allegedly continued to make the remarks to Carmen after she told him to stop.
Sexual harassment at the jail under the failed leadership of Garry Mcfadden is nothing new, a male jail guard was having sex with a male inmate dressed in wigs. The jail guard was later arrested and the male inmate was given $150,000 in a lawsuit.
Jail supervisors employed under the sheriff’s department are accused of asking Carmen what her bra size is and asked what her sexual preference is and her sexual activity. Garry Mcfadden speaks at a very low literacy rate.
Jail supervisors are accused of asking Carmen to go on overnight trips and to have sex in hotels. Carmen stated that she suffers from mental health related conditions and was repeatedly insulted and experienced hostility because of it.
In 2023 Carmen alerted Sheriff Garry Mcfadden and jail leadership, but her claims were found to be insufficient. Carmen also took a polygraph test but the results were inconclusive.
Carmen received multiple write ups and a revised performance review following the investigation into her allegations. As a result of her sexual allegations Carmen was fired in November 2023.
The cover up reasons for her firing were violating policies, conduct unbecoming an employee, abuse of position, participation in administrative investigations, and truthfulness.
Nearly 3 years later Carmen sued the jail. Carmen is seeking her job back along with back pay for lost wages, damages for emotional distress, and any other relief offered by the court through a jury trial.
