On June 9, 2026 a federal judge ordered that DeCarlos Brown, 35, is incompetent to stand trial in the murder of Iryna Zarutska, 23. Decarlos is medically delusional and has schizophrenia. Video shows Decarlos murdered Iryna on a CATS Blue Line Light Rail train in Charlotte, NC back in August 2025. A jail call relating to the murder is heard in the video also.

Decarlos murdered Iryna in a unprovoked attack while on a light rail train. Iryna had just immigrated to America from war torn Ukraine. She worked at a pizza restaurant in Charlotte. She got on the train after work to go home. Follow Charlotte Alerts on Instagram.

Decarlos then entered the train and sat behind Iryna. Out of no where Decarlos got up and stabbed Iryna in the neck multiple times and walked off. Iryna looked in fear and shock, she then collapsed to the ground and bled to death.

Passengers on the train came to Iryna’s aid, but she still died. Some passengers on the train did not know what occurred, but they saw blood on Decarlos and are seen getting away from him.

Decarlos was arrested within an hour of the homicide and charged with murder. Follow Charlotte Alerts on Instagram. The sister of Decarlos called him from jail and the conversation was recorded, as heard in the video. Decarlos makes excuses on the murder and blames it on substances in his body. He even admits that he did not know Iryna.

Decarlos was a trouble maker, and had documented mental health problems. He faced both state and federal murder charges. He experiences delusions that center around his belief that he was exposed to a bodily material that control his every movement.

Decarlos claimed insanity to avoid going to prison. His attorneys had him evaluated at the Metropolitan Correctional Center in Chicago, Illinois through the Bureau of Prisons.

Mental health evaluators spent hours meeting with Decarlos and they determined that he was too crazy to go to trial and face the murder charge. A federal psychiatric report in April 2026 found Decarlos too mentally ill and impaired to understand the nature and consequences of the criminal case against him.

Even the United States Constitution protects a person from being put to death while they are suffering from a mental illness that stunts their ability to understand what is happening. In June 2026 the federal judge ruled that Decarlos was incompetent to stand trial.

The federal murder charge on Decarlos will be dropped. The state murder charge was paused until the federal case officially concludes.

Decarlos will now be sent to a special medical prison facility for 4 months to try to restore his competence. If he is still crazy and incompetent after 4 months the federal case will be over. Although prosecutors may try to commit Decarlos to the medical prison for a few more months, but either way Decarlos can not stay in the medical prison forever or over a year since the federal charges are dismissed.

The release of Decarlos would create a substantial risk of bodily injury to another person or serious damage to property of another U.S. attorneys say.
