Charlotte Mecklenburg Police Department Officer Henry Chapman, 49, was arrested on March 15, 2024 accused of stealing $1,000 from arrest suspect Moncre Moon, 29, in Charlotte, NC. Follow Charlotte Alerts on Instagram.

The encounter occurred on March 14, 2024 in a parking lot at the intersection on The Plaza and East WT Harris Blvd. Moncre was driving a Mercedes Benz SUV, he was pulled over for speeding.
Officer Chapman then placed Moncre under arrest for the outstanding weapons charge warrant. Officer Chapman searches Moncre and finds around $10,000 cash on him.
Officer Chapman then puts the cash in an envelope. Moncre told the officer to give the money to the passenger in Moncre’s SUV, but Officer Chapman quickly says, “the money stays with the suspect, just in case any of it turns up missing, because we have rules.”
Moncre’s girlfriend then arrives on scene and asks for the money, but Officer Chapman again says no adamantly.
Officer Chapman then drives Moncre to the police station. Other officers count Moncre’s money at the police precinct, and Moncre alerts to Officer Chapman withholding some of Moncre’s cash.
Moncre said he heard a money rubber band pop and saw Officer Chapman moving around trying to hide the money in the police car.
A police sergeant then finds the missing cash in Officer Chapman’s police vehicle within the door pocket storage area.
Moncre is heard saying, “Oh hell no!” when the missing cash is discovered.
The police chain of command and the Internal Affairs Division investigated. Moncre was taking to an interrogation room to tell his side of the encounter.
And in classic First 48 style Moncre gladly accepted a Jimmy Johns sandwich from cops along with chips and a ice cold soda.

The police internal affairs team found Officer Chapman guilty. And on March 15, 2024 Officer Chapman was arrested charged with one count of embezzlement. Officer Chapman quit his job as a cop on the same day of his arrest.
