At 5:30 p.m. Richard was inside a home when he was shot and killed.Stephen Josiah Brooks, 34, was arrested and charged with Richard’s murder. The suspect was also charged with possession of a weapon during a violent crime.
Murder in South Carolina carries a sentence of 30 years in prison to life.
