48-year-old Richard Carter was shot and killed at a parking lot on Tuckaseegee Road Charlotte, NC on Friday night, March 8, 2019.
Richard was located in the parking lot with a gunshot wound. Medic pronounced Richard deceased on scene. This is still an open investigation.
